Massachusetts has a fishing history that predates the state itself. The Wampanoag and other Algonquian peoples managed coastal fish runs — alewives, herring, shad, striped bass, cod — for centuries before contact, and the abundance of cod off Cape Ann was a deciding factor in the founding of Plymouth and Gloucester. The 'Sacred Cod,' a five-foot wooden carving, has hung in the Massachusetts State House since 1784 as a literal monument to how central the cod fishery was to the colony's economy. By the 19th century Gloucester was the cod and halibut capital of the world, and the Grand Banks fleet sailed from Massachusetts ports to fish waters that had nothing to do with state regulation.

Inland, the trout-stocking program in Massachusetts is one of the oldest in the country, with state hatcheries operating in some form since the 1860s. Fishing Licenses and Regulations in Massachusetts

Anglers age 15 and older need a freshwater fishing license through MassWildlife. Saltwater anglers age 16 and older need a free Massachusetts saltwater fishing permit through the Division of Marine Fisheries (the permit is required even though there is no fee for residents under 60 or non-residents at the basic level — an annual fee applies in some categories; verify current rules). Freshwater licenses are sold as resident, nonresident, 3-day non-resident, and senior options, with discounted rates for ages 65 to 69 and free licenses for residents 70 and over. Best Seasons for Fishing in Massachusetts

Spring (April through May) brings river herring runs (catch-and-release only — herring harvest has been closed in Massachusetts since 2005), the start of trout stocking statewide, the first striped bass arriving in mid-Cape and Buzzards Bay typically by mid-May, and the Connecticut River shad run peaking late April through early June. Summer (June through August) is full-bore Cape Cod striper season, the Canal night bite, bluefin tuna offshore, and surf fishing the Outer Cape. Fluke and sea bass fishing peak. Inland, smallmouth and largemouth fishing is best at first light and last light during heat.

Fall (September through November) is the famous Cape and Islands run — bass and bluefish blitz peanut bunker and silversides, false albacore arrive at the Vineyard, and inland trout stocking resumes. Striper migration south happens in October and November. Winter (December through February) brings ice fishing on inland lakes when ice is safe, deep-water cod fishing on charter boats, and the year-round Swift River tailwater trout fishery.

Local Fishing Tips for Massachusetts Anglers

First: tides matter on the Cape and the Canal more than almost anywhere else. The Canal current can rip at 8 knots — striper bites concentrate in the last hour of the moving tide, and locals know the precise window. A free tide chart is mandatory equipment. Second: surf-cast at night.

Big bass on the Outer Cape feed under cover of darkness — needlefish plugs and big swimmers fished slowly in the trough between sandbar and beach are deadly from 10 p.m. to 3 a.m. Third: fly fishing for false albacore and bonito is one of the most underrated experiences in Northeast saltwater. Hire a guide out of Cape Cod or Martha's Vineyard in September.

Fourth: respect Quabbin's rules. The reservoir is the drinking water for Boston — boat launches are limited, internal-combustion motors are banned in many sections, and shore fishing zones are strictly defined. The result is some of the most pristine fishing in the East. Fifth: trout stocking schedules are public — MassWildlife posts daily stocking updates online and savvy anglers fish stocked stretches within hours of the truck.

Sixth: be aware of seal and shark presence. Atlantic white sharks have established a strong feeding presence around Cape Cod's gray seal colonies; surf casting in known shark areas now comes with cautions.
